As a possible contractor/vendor for Fowler Unified – a public agency – you need to be aware of some regulations and state guidelines as well as adopted Fowler Unified requirements. Labor Law contains certain requirements, including contractor registration with, and electronic reporting of prevailing wage information to, the California Department of Industrial Relations (DIR) for all public works over $15,000.00. Public works include construction, alteration, installation, and repair work.
Each contractor and subcontractor working on public works over $15,000.00 is required to:
- Register with DIR and pay an annual fee.
- Submit electronically certified payroll records to DIR.
- Post job site notices as required.

As specified by SB 854, the District will only accept bids for public works contracts from contractors registered with DIR and are allowed to list only subcontractors registered with DIR and only contractors registered with DIR will be allowed to perform public works over $15,000.
In addition to the DIR registration, Fowler Unified adopted the California Uniform Construction Cost Accounting Act which requires contractors to complete a prequalification process before beginning any project/job over $15,000.
